Housing Study Steering Committee

On August 17, 2021, the CP City Commission authorized the formation of a citizen-led steering committee to oversee the Housing Market Analysis. This governance structure was conceived to facilitate participatory planning and ensure that community perspectives informed the analytical process. The committee operated in collaboration with municipal staff and the consulting firm Development Strategies, Inc., with the objective of producing a comprehensive report addressing the multifaceted dimensions of housing within CP. The report encompassed an assessment of housing demand and supply dynamics, an evaluation of existing housing conditions, and the integration of evidence-based best practices drawn from comparative urban contexts.

The steering committee comprised seventeen members representing diverse professional backgrounds and stakeholder interests, thereby fostering a deliberative environment conducive to multidimensional analysis. Beyond its advisory role, the committee engaged in systematic information dissemination, promoted public awareness of the study, and contributed substantively to the articulation of strategic objectives and policy recommendations. Its deliberations extended to the identification of potential regulatory interventions and project-based initiatives, ensuring that the final report functioned not merely as a descriptive instrument but as a normative framework for guiding future housing policy and development strategies within the jurisdiction.
